Hold Dental Plans Accountable! Support SB 1008

Dental patients should know what they are buying and expect reasonable value. It’s time to give them more transparency and hold insurance companies accountable for how they are spending patient premium dollars.

These consumer protections and transparency requirements exist for all medical insurance plans, but not commercial dental benefit plans. In fact, while all medical plans must spend at least 80 percent of all premium dollars on patient care, NO minimum requirement exists for commercial dental plans. As a result, one out of four dental plans in California spends less than 50 percent of premium dollars on patient care, with some falling as low as 4 percent.

This year, CDA is sponsoring SB 1008 by Senator Nancy Skinner to better inform consumers of what value a commercial dental plan provides and to ensure adequate value from these plans. SB 1008 would:

  • Require all commercial dental benefit plans to provide their beneficiaries with a uniform summary of benefits and coverage – showing how much the plan spends on patient care along with other plan details, including its limitations, exceptions and anticipated out-of-pocket costs for the patient.
  • Enact a “dental loss ratio” (DLR) standard, requiring dental plans to spend at least 70 percent of premium revenue on patient care (as opposed to administrative overhead costs).

New Laws in 2018 

The new year brings about new employment laws that may very well affect your business’s daily operations — and you, as employers, must be aware of significant changes in some key areas.

For starters, an important new law requires that small employers with more than 20 employees provide new parents with up to 12 work weeks of unpaid leave. Is your practice affected? 

When it comes to hiring, no employer can request an applicant’s salary history now, and most employers may not legally ask about criminal history information on job applications. 

Remember that the state minimum wage will also increase on January 1 to $10.50 per hour for employers with 25 or fewer employees and to $11 per hour for employers with 26 or more employees. And because we are in LA, you may also need to pay attention to local ordinances that may mandate a higher minimum wage than the state's.

Emergencies & the Workplace

September brought a host of natural disasters in California, from raging fires to power outages to earthquakes. And there are still other types of disasters that could potentially happen, including floods, mudslides, chemical spills, and even terrorist attacks.

Cal/OSHA requires all California employers to have an Emergency Action Plan (EAP) designating what employers and employees must do to protect themselves. If you have 10 or more employees, the plan must be in writing. Employers with fewer than 10 employees may communicate the plan verbally to employees without needing to maintain a written plan.
